Lowe EnterprisesInvestors of Los Angeles and Swedish pension fund Alecta have formed a joint venture to develop a 24-story 169-unit high-rise condominium tower at 1321 Seneca St, located at the intersection of the Pike Pine Triangle and First Hill neighborhood.
Developers plan to break ground next year, mid-2014.
