Back in May, the Seattle City Council adopted a Resolution of Intent to form the Waterfront LID. The LID would raise $200 million of the estimated $688 million needed to fund the Waterfront Seattle projects. Of the $200 million, commercial properties (office, hotel, retail, and apartment buildings) would be responsible for about $175 million. Meanwhile, condo properties would pay about $25 million.
The public comment period will begin this Friday, July 13 and conclude on July 31 at 5:00pm. The hearings will be conducted by the Seattle hearing examiner rather than the council. After the hearings the council will consider an ordinance that would create the LID. Opponents would then have the opportunity to protest. Property owners representing $120 million (60 percent of the $200 million) would need to protest the LID within 30 days in order to vote it down.
Anyone can present a comment or submit a written comment at the LID public hearings. Speaker numbers will be given on a first-come, first-served basis. Individual speakers will have up to 2 minutes to present, while a group of three or more with a designated speaker will have a total of five minutes.
